War Service: April 1861 recruited a company of 11th Pennsylvania - Lt. Col., October 1861 Col. of 45th Pennsylvania, 1862 commanded 2nd Bde/1st Divn at Charleston Harbor, commanded 2nd Bde/1st Divn/IX Corps at South Mountain, Antietam, November 1862 appointed Brig. Gen. of Volunteers - appointment expired, commanded regiment at Fredericksburg, reappointed Brig. Gen. of Volunteers March 1863, command 1st Divn/IX Corps in Vicksburg campaign

Post War: Welsh contracted a malarial fever during this campaign, from which he died in Cincinnati, Ohio, on August 14, 1863
